ISLAMIC UNION FOUNDATION
WORK COMMITTEES REGULATION
PURPOSE:
Article 1 - To determine the establishment forms, working methods, duties and authorities of the working groups to be established in accordance with the relevant article of the Foundation Deed.
BACKGROUND:
Article 2 - Civil Code, Foundations Law and Regulations, İBV Foundation Deed.
DEFINITIONS:
Article 3 - Working commission is the name of groups such as committees, commissions, project groups, clubs and workshops that carry out studies and research on social, cultural and social issues. Except for clubs and workshops, all working groups are managed by an Executive Board elected from among themselves. Executive committees consist of at least 3 and at most 7 members. Foundation
members may voluntarily take part in working groups and executive committees. New members shall be appointed by the Board of Directors to replace vacant members.
a) Committees:
These are the permanent working units of the Foundation. They support the work of the Board of Directors in areas such as publications, scholarships, management and events. These units act in accordance with the Foundation's current
work programme, this regulation and their own independent regulations
in line with this regulation. The term of office of the executive committees is limited to the management period.
b) Commissions:
Working groups that carry out wide-ranging
activities included in the work programme for a certain management period and whose term of office is limited to the management period.
c) Project Groups:
Working groups that carry out long-term studies on a subject whose target, scope and budget are predetermined. The project group ceases to exist upon the completion of the work.
d) Workshops and Clubs:
Working groups that carry out cultural, social,
artistic activities under the responsibility of an executive member and reporting to the Activities Committee. The executive member is obliged to attend the meetings of the Activities Committee
and provide information about the activities.
FOUNDATION:
Article 4- The purpose of the working groups is to conduct research, share and disseminate information
and carry out activities in the fields that require general or special interest, experience and knowledge in the working subjects
defined in the Foundation Deed. It is established by the decision of the Board of Directors of the Foundation
upon the request of the Board of Directors or a proposal from the members
in line with the relevant article
of the Foundation Deed, provided that the Board of Directors prepares a report including the purpose and justification of the establishment, budget, necessary inputs and resources, and the support and contributions expected from the Board of Directors.
The formation of sub-groups, the admission of members to the relevant sub-groups and the number of members are carried out upon the proposal of the Executive
Board.
In order to become a member of a working group, one must be a member of the Foundation and fulfil the conditions of membership as per Article 68 of the Civil Code and the conditions set forth in the Foundation's Charter.

FORM OF WORK:
Article: 5- Working groups work as follows:
1. New working groups that are foreseen to be active in the working period and those that have been active in the previous period shall be introduced to the Foundation members and a call for participation shall be made.
Foundation members who wish to take part in the working groups shall submit their names to the Foundation Secretariat. Announcements about the meetings are made to those who have submitted their names to the Foundation Secretariat
. Membership of the working group of those who do not attend the meetings for 4 consecutive times without apology shall be automatically terminated.
2. The call for the first meeting shall be made by the Board of Directors. The dates and times of the subsequent meetings shall be determined by the working group itself within the knowledge of the Foundation Secretariat. The Executive Board may call the working group for an extraordinary meeting in case of priority and urgency of the work.
3. In order to ensure continuous communication of the working groups with the Executive Board, at least one of the regular or substitute members of the Executive Board shall be assigned to the working groups. Working
groups shall elect a chairperson and a scribe from among the members of the Executive Board at the first meeting.
The chairperson is the spokesperson of the working group in addition to chairing the meetings. The scribe is responsible for keeping and filing the minutes of the meetings.
4. The Foundation Secretariat assists the chairperson in secretariat services such as announcing the date of the meeting, organising the necessary venue,
providing and reproducing the necessary documents. If the agenda of the meeting has not been set in the previous meeting, it shall be prepared and brought to that meeting by the chairman and the secretary. Minutes, documents, decisions and
reports are kept in the Foundation Secretariat in files reserved for the working group. The files
shall be made available to the Board of Directors at any time.
5. The minutes of the working group meeting and the attendance sheet shall be submitted by the clerk member to the Secretariat of the Board of Directors.
6. The meeting period of the working group shall be determined by the Executive Board.
DUTY AUTHORITIES AND ACTIVITIES
Article: 6
1. The duty of the working groups includes the examination, evaluation and decision-making of the subjects determined and assigned to them by the Board of Directors in accordance with their establishment purposes or proposed by them and accepted by the Board of Directors. The Board of Directors is authorised to accept these decisions as they are or to reject them or to return them to the working group with a request for changes.
2. Working groups shall first obtain the approval of the Board of Directors for all activities and assignments they will carry out. If the Board of Directors deems necessary, it may appoint the chairman of the working group or a member of the working group for the relationship to be established with third parties in relation to the activities of the working group. Unless authorised by the Board of Directors,
working group members cannot represent the Foundation, even within the framework of the committee's activities.
3. The working group is obliged to prepare a budget at the planning
stage for the expenditures to be made, if any, during the working period and obtain the preliminary approval of the Board of Directors.
The Board of Directors evaluates the requests of the working group within the framework of the Foundation budget
and provides feedback to the working group. The working group organises its activities in the light of this feedback. The search for sponsorship channels for free events is a priority of implementation.
4. Organise symposiums, seminars, training courses, scientific meetings, public education programmes, etc.
5. Encourage and organise social, scientific and cultural research.
6. Establish a national database and ensure its continuity.
7. Prepare books, guides, short reports and all kinds of printed materials.
8. They may establish review, research groups or consensus panels with other working groups or other associations in order to carry out detailed assessments and research on specific issues.
9. They shall establish relations with international associations or working groups of such associations.
REMOVAL
Article 7 - The Board of Directors may remove one or all members of the Executive Board;
1. In the event that the Executive Board acts contrary to the Foundation's Deed and Bylaws, or engages in unrelated
issues,
2. In case of making public
statements on behalf of the Foundation using communication channels without the approval of the Foundation's Board of Directors,
3. In case the Executive Committee falls below the minimum number of 3 members and fails to reach the required number within one month,

TERMINATION OF ACTIVITY
Article: 8 - Working Groups;
a) In case of resignation of the majority of the Executive Board or
b)
b) Working Groups which have achieved their objectives stated in the establishment report and work programme shall terminate their activities upon submission of the final report to the Board of Directors.
If the Executive Committee cannot be formed by the Board of Directors within 1 month, the working group
shall be deemed to be dissolved.
EFFECTIVE:
Article: 9 - This regulation has entered into force after being unanimously adopted by the General Assembly of the Board of Trustees of the Islamic Union Foundation at its meeting held on
.....2025.
Chairmanship of the Board of Directors
