SCHOLARSHIP AND AID REGULATION

FOUNDATION OF ISLAMIC UNION
BURSARY AND AID REGULATION

 PURPOSE:
Article: 1 - The purpose of this regulation is to determine the principles and principles regarding the student scholarships, accommodation and food aid and other aids to be provided in accordance with the relevant article of the Islamic Union Foundation Deed.
 
Definitions:
Art: 2 - In this regulation, Islamic Union Foundation shall be referred to as "Foundation", Islamic Union Foundation Scholarship Recipients
"Scholarship Recipient", legal and private persons who donate to Islamic Union Foundation Scholarship Fund on a one-off or regular basis
"Scholarship Grantor", Scholarship and Aids Committee "Committee",
Islamic Union Foundation, "Foundation" Islamic Union Foundation Board of Directors "Board of Directors"
.
 
Scope:
Article: 3 - This regulation covers the following aids to be provided by the Foundation:
1. To provide scholarships to primary, secondary and higher education students (does not include postgraduate students) who are in financial need within the determined measures and criteria, to help them overcome the problems they face regarding the issues that concern the committee,
2. To contribute to their upbringing as individuals who live and defend national and spiritual values in line with the objectives of the Foundation,
3. In cases where families are inadequate, to create and support homes and dormitories for students in need of accommodation,
4. As a requirement of solidarity among the members of the Foundation, to support their children at the age of education in special circumstances such as the death or victimisation of a member, if necessary.
 
Scholarships and Aids Fund:
Article 4 -Fund income and expenses are as follows:
Fund Income:
1. Donations from individuals and organisations,
2. Income from Foundation activities for the benefit of scholarships,
3.
 
Fund Expenses:
1. Scholarship and aid payments,
2. Payments for dormitories and accommodation,
3.
 
The Scholarship and Aids Fund will be created under the name of "Scholarship Fund Account" in the Foundation accounting system, and the accounting of this account will be kept in detail.
 
Scholarship and Aids Committee:
Article: 5 - The Committee shall consist of at least five (5) people, with the participation of an appointed full or substitute member of the Board of Directors and
Volunteer members of the Foundation who are willing to work in line with the principles and objectives of the Foundation. The rules for the execution of committee work, participation in the committee and continuity are specified in the "Regulation on Working Groups".

Article: 6 - The Committee's terms of reference are summarised under the following headings:
1-  Relations with Scholarship Recipients: The Committee ensures that the needs of students, which can be categorised under social, academic, personal, financial, housing, clothing, employment,
internship opportunities, are identified and
addressed. It aims to support the scholarship holders by creating environments for them to maintain healthy relations with the Foundation.

2- 3-Cooperation and Solidarity with School/University: In matters related to scholarship holders,

The Foundation undertakes to ensure that all kinds of information exchange and mutual assistance with the School/University are maintained in an uninterrupted and healthy manner. When necessary, the Committee shares information with the school/university's
scholarship-related units.
4. Budgeting: At the beginning of each academic year, the Committee determines the amount of scholarships and the number of scholarship recipients according to the estimated budget, taking into account the minimum living conditions announced by the Scholarship
Office, and submits it to the Board of Directors for approval.
5. Budget Implementation:
All kinds of donations made to the scholarship and the income obtained for various reasons will be kept in a separate account named Scholarship Account by the Board of Directors,
for evaluation purposes, it can be transferred to Time accounts or Foreign Currency accounts upon the suggestion of the member of the Executive Board responsible for the Scholarship Committee and the Treasurer member and the decision of the Executive Board,
all of the accounts opened will be named as Scholarship account.
Scholarship accounts shall not be used for any
reason other than payments for the purpose determined by the scholarship committee, and shall not be blocked as collateral security.
1. Fund Raising, Announcement and Publicity Relations: Researching new individuals and institutions that will provide scholarships, organising events for the benefit of the scholarship, making the necessary announcements and preparing
related documents are among the duties of the Committee. The Committee communicates with the Scholarship Grantors to increase and maintain the amount of donations.
2. Preparation and Realisation of the Scholarship Activity Calendar: The Committee organises cultural and sportive activities such as talks, seminars, excursions, etc. in line with the requests of the Foundation and
Scholars. By forming project groups with the scholars, it prepares reading, research and discussion environments.
 SCHOLARSHIP AND AID BASIS:
Article: 7 - Conditions for the payment of scholarships and aids:
1. Scholarships and aids are free of charge.
2. Scholarships are paid for a maximum of nine months in each academic year.
3. A Scholar can benefit from the scholarship for a maximum of seven (7) academic years for departments with an undergraduate education period of 4 years, and a maximum of eight (8) academic years for departments with an undergraduate education period of 5 years.
4. In accordance with the calendar determined by the Scholarship Committee for each academic year
, students requesting a scholarship apply to the Foundation with the necessary forms and documents.
After the applications are evaluated by the Committee, with the approval of the Board of Directors,
Scholarship recipients are determined and announced.
5. If there is a significant change in the items and amounts of the items that make up the scholarship budget, the number of scholarship recipients and the amount of the scholarship may be rearranged within the academic year.
6. In the case of applications made outside the scholarship calendar, no retrospective payment will be made to students who are deemed eligible for scholarship by the Committee.
7. The Foundation is responsible for the regular payment of scholarships.

 
Article: 8 - INTERRUPTION OF SCHOLARSHIPS AND AIDS:
In cases where one or more of the following conditions are met, the Committee submits the student's
support request to the Board of Directors with its justification. Upon the approval of the Board of Directors, the scholarship is cancelled and the Foundation notifies the scholarship holder. These conditions are as follows:
1. It is understood that the scholar has made untrue statements during the application,
2. He/she is dismissed from the school/university,
3. Suspension of enrolment, temporary continuation of his/her studies at a
university other than the school/university (scholarship
payment is resumed if the specified conditions are removed),
4. An increase in the level of income and the need for scholarship disappears,
5. Participation in the activities based on the Foundation-Scholarship relations, without an excuse, less than the number determined by the Committee,
6. Inability to reach him/her,
7. Taking part in a movement against Fundamental Human Rights and Freedoms, National and Spiritual Values.
ARTICLE: 9 - Material AIDS:
In addition to scholarship payments, Dormitory and Aid payments may be made when necessary, upon the recommendation of the Committee and the approval of the Board of Directors
. The aids are gratuitous.
Article: 10 - Housing Aid:
The Committee, in co-operation with the School/University, carries out studies to solve the housing problems of the students.
In cases beyond the means of the School/University, it evaluates solutions such as using the guesthouses of the institution or getting help from contemporary dormitories, directing students to these dormitories, making use of the facilities offered by the members of the Foundation, or renting accommodation places such as houses/hostels for a temporary period with the decision of the Board of Directors. It carries out studies aiming to have a dormitory built.
FINAL WORKING PRINCIPLES:
Article: 11 - By the Committee;
1. The working calendar for each academic year is determined and announced,
2. Although it is aimed that the interview committees will consist of at least 3 people,
it may consist of 2 people in necessary cases. When necessary, the Committee may request participation in the work of the Scholarship Committee from the members of the Foundation
.
3. As a result of the interviews, students who have received scholarships from previous years but whose scholarships will be renewed
and new Scholarship Recipients are determined and submitted to the approval of the Board of Directors.
4. It is aimed to make the scholarship payments as soon as possible after the start of the academic year.
