OIC 13.12.2017 ISTANBUL SUMMIT

The Organisation of Islamic Cooperation (OIC) convened in an extraordinary meeting hosted by Turkey after US President Donald Trump announced his plan to recognise Jerusalem as the "capital of Israel" and relocate the US Embassy from Tel Aviv to Jerusalem.
The leaders came together at the Lütfi Kırdar Culture and Congress Centre    and   took a family photo together and then went to the meeting hall.

WORLD BREAKING BREAKING NEWS

The opening of the summit started with the recitation of the Holy Quran and the first speaker  President Recep Tayyip Erdoğan was the first to speak at the summit, calling on the participating countries to recognise Jerusalem as the occupied capital of the state of Palestine. Erdogan's speech was broadcast live by world TV channels such as Al Jazeera English. International news agencies announced many sentences to their subscribers as 'breaking news'.



The highlights of Erdoğan's speech are as follows;

"From Istanbul, the brother of Jerusalem, I send my greetings to all my brothers and sisters, friends of Jerusalem. Today, we have come together here to discuss the encroachment on the historical status of our Jerusalem, the first qibla of Islam and the city of Al-Aqsa. I would like to thank each and every one of you for accepting my invitation and participating in this meeting, which is of historical importance for Muslims and all humanity. The President of the United States has announced that he recognises Jerusalem as the capital of Israel, disregarding international law.

NO COUNTRY CAN Maintain AN EMBASSY IN JERUSALEM

Needless to say, anyone who walks around the streets of this ancient city in Jerusalem for a few minutes will realise that it is under occupation. The announcement of such a decision regarding this city, which is already under occupation, cannot have any effect. According to the 1980 resolution of the UN Security Council, in which the US has veto power, no country can have an embassy in Jerusalem. As a matter of fact, only Israel, which occupies Jerusalem, supported this illegal decision of the USA. We thank all countries that did not accept this illegitimate decision.

THE POPE SHOWED A DECISIVE STANCE

This resolute stance has been confirmed in all the meetings I have held so far, including Mr Pope. Islamic countries have also rejected the US decision on Jerusalem. As the chair of the summit, we called on the world public opinion and declared that this decision is null and void before conscience, law, morality and history. Above all, this decision means the punishment of the Palestinians, who have repeatedly proved that they are in favour of peace and want peace.

ISRAEL GROWS WHILE PALESTINE SHRINKING

I will now show you this decision on a map. It is very useful for you to see what has happened in Palestine since 1947. The year 1947, UN partition plan. In this partition plan, Palestine is seriously shrinking and Israel is growing. We look at the period between 1949 and 67, Palestine is seriously shrinking, while Israel continues to grow. And we come to today. Here you are, Palestine has unfortunately been brought to the same situation as Israel was in 1947.

ISRAEL IS A STATE OF OCCUPATION AND TERROR

Believe me, even a wolf would not make such a division in a wolf-lamb struggle. But this division was made here. You should also have been given these on a table. You already know this. From 1947 to the present day, the Palestinian territories have been brought to this state. This shows that Israel is an occupation state. In addition, Israel is also a terrorist state.

O TRUMP WHAT MORE CAN WE TELL YOU

"Erdogan, why do you say that?" How can I not say it? Those terrorist soldiers take 10-year-old children into custody and pile them into iron cages. They are blindfolded, and a 14-year-old boy is beaten with a stock. On the other side, a baby, a girl. IT IS NOT POSSIBLE TO SAY I DID IT, THE WORLD DOES NOT CONSIST OF YOU

With this decision, Israel, the perpetrator of the crimes of occupation, blockade, illegal settlements, house demolition, displacement, land and property grabbing, house murder, has been rewarded for all its terrorist acts. It is Trump who is currently giving this award, albeit alone. Nothing happens in this world by saying that I did it. The world does not consist of you, there are 196 members of the UN. I believe that 196 countries of the world will undoubtedly take a stand in this decision.

THE USA HAS PLAYED INTO THE HANDS OF ALL FANATICS

You may be a powerful country, you may have weapons, you may have 16 nuclear warheads, you may have plenty of aeroplanes. But these do not mean that you are strong. If you are right, you are strong; if you are not right, know that you will never be strong. Standing on the side of those who make peace impossible, not those who want peace, the United States, in such a period when the intensive fight against terrorism is being waged, has played into the hands of all fanatics. We have seen this in Syria, YPG has entered into the fight with the PYD, taking those terrorist organisations with them to fight against DAESH.

THE GATES OF THREAT TO ALL HUMANITY HAVE BEEN OPENED

The fuse ignited by the Jerusalem decision has opened the door to threats against all humanity. Such steps, which violate the law and wound consciences, also dynamise trust in the international system and the UN. We cannot remain a bystander to this situation that concerns the future of all of us. America's Jerusalem decision is not only a violation of international law but also a heavy blow to our civilisation. The wooden staircase that has been standing on the balcony of the church in Jerusalem, which is of great importance for Christendom, for 162 years due to sensitive sectarian balances, actually tells us a lot about the city. On behalf of myself and my nation, I would like to thank the Pope who respects the importance of Jerusalem for all faiths, the Jews and Copts who have common sense, and everyone, even if they are insulted. I would like to express my gratitude to my Palestinian brothers and sisters who have been serving and protecting Jerusalem, which they have regarded as their honour for centuries.

ALL OUR BROTHERS AND SISTERS SHOULD VISIT

We condemn the oppression of our Palestinian brothers and sisters by Israeli soldiers. We remember all the martyrs of the Palestinian cause with mercy. Last week was the 100th anniversary of the end of Islamic rule in Jerusalem. We commemorated all martyrs who fought and fell on the Palestinian fronts in the First World War with mercy from Allah. The duty of Muslims is to protect Jerusalem. We especially ask all our brothers and sisters in our country and all over the world to visit Jerusalem whenever they have the opportunity.

JERUSALEM IS OUR RED LINE

I express once again that Jerusalem is our red line. Haram-i Sharif will remain the property of Muslims for eternity. We will continue our upright stance with our brother, King Abdullah II of Jordan, who has assumed the patronage of this place against the increasing settler attacks. The golden advice of Saladin Ayyubi should be a guide. "Those who deal with their friends cannot defeat their enemies." It is essential for the countries that have not yet recognised the state of Palestine to take this important step in order to ensure the balance that will maintain sanity and justice in the region. Especially Europe needs to give up being a prisoner of the discourse that Israel is expanding settlements on the one hand, while on the other hand, not recognising the state of Palestine will prevent peace. While the state that continues the occupation is recognised, there is no reasonable reason why the party that wants peace and accepts almost one fifth of the historical Palestinian territories should not be recognised.

RECOGNISE JERUSALEM AS THE OCCUPIED CAPITAL OF THE STATE OF PHILISTINE

After this American statement, the ground for peace cannot be kept alive in any other way. Israel's distraction of the world should not be given a premium. To remain neutral between the occupier and the occupied is to support oppression. For this, at least the process of Palestine's inclusion in international agreements should be accelerated. As Islamic countries, we must put forward a stronger will for the full representation of the Palestinian state. This should come out of here today.. We invite America to turn back from this illegal step it has taken as soon as possible. We expect them to assume responsibility for world peace instead of America, which has completely lost its mediation capacity. I invite them to recognise Jerusalem as the occupied capital of the Palestinian state."

HISTORIC CALL TO BE REFLECTED IN THE CONCLUSION STATEMENT

According to information obtained from senior sources, President Recep Tayyip Erdogan's proposal to "call on the whole world to recognise East Jerusalem as the occupied capital of Palestine", which he expressed in his speech at the summit, will be reflected in the final declaration. In the declaration, Islamic countries will confirm their decisions on East Jerusalem and ask the international community to respond positively to the call.

HISTORY OF THE ORGANISATION OF ISLAMIC COOPERATION

The Organisation of the Islamic Conference was established by a decision taken at the first Islamic Summit Conference held for the first time in Rabat on 22-25 September 1969, in response to the reaction aroused in the Islamic world by the burning of the Al-Aqsa Mosque in Israeli-occupied Jerusalem on 21 August 1969. The name of the organisation was changed to the Organisation of Islamic Cooperation (OIC) at the 38th Council of Foreign Ministers held in Astana in June 2011.

In March 1970, at the First Islamic Conference of Foreign Ministers held in Jeddah, it was decided to establish a General Secretariat and the Secretariat would operate in Jeddah until the liberation of Jerusalem, and a Secretary General was also appointed.

OIC Summit Meetings: Summit meetings, the highest decision-making body of the Organisation, are held every three years at the level of Heads of State and Government. When necessary, an extraordinary summit meeting can also be convened. The member countries host the summit meetings on a rotational basis on the basis of geographical groups (Arab, Asian and African). This rule also applies to other OIC meetings. Since its establishment, 13 Summits and 5 Extraordinary Summits have been hosted by various member countries. The 5th Extraordinary Summit was held in Jakarta on 6 March 2016 and the 13th Summit was held in Istanbul on 14-15 April 2016 with the theme of "Unity and Solidarity for Justice and Peace" and Turkey assumed the Chairmanship-in-Office of the OIC Summit. The next 12th Islamic Summit Meeting is envisaged to be held in The Gambia in 2019.

Foreign Ministers' Council (FMC) Meeting: It is organised in a member country every year. The 7th Islamic Foreign Ministers' Conference (IFC) in 1976, the 12th IFC in 1991 and the 31st IFC in 2004 were held in Istanbul and Turkey has held the Chairmanship-in-Office of the IFC three times. The 44th WFCC meeting will be organised in the Republic of Côte d'Ivoire.

Secretary General Since 1 January 2005, Prof. Dr. Ihsanoglu has been the Secretary General of the OIC and is the first Turkish citizen to hold this position. Prof. Ihsanoglu's term of office was extended by the 35th Council of Foreign Ministers in Kampala/Uganda on 18-20 June 2008 for a second term of 5 years starting from 1 January 2009. Former Saudi Arabian Minister Dr Iyad Madeni was appointed as the new Secretary-General at the 12th Summit and took over in early 2014. On 31 October 2016, Dr. Iyad Medeni resigned from his post. On 17 November 2016, at the Extraordinary Meeting of the OIC Foreign Ministers held in Mecca, YousefAhmad Al-Othaimeen, Saudi Arabia's candidate, was unanimously elected as the OIC Secretary General.

OIC Charter: Adopted on 14 March 2008 at the 11th OIC Summit in Dakar, replacing the OIC Charter adopted at the third Islamic Foreign Ministers' Conference in Rabat in 1972, the new Charter is the basic founding document of the Organisation. The Charter declares the objectives and principles of the Organisation and sets out the rules of membership, observership, organs, peaceful settlement of disputes, budget and finance and functioning.

The new Charter, which replaces and replaces the old 1972 Charter, constitutes the most important milestone in the reform of the Organisation. The new Charter establishes the legal basis and organs necessary for cooperation and activities among Islamic countries in accordance with contemporary needs in the new environment that has emerged as a result of the radical changes in the international arena since 1972. Reform of the OIC and the 10-Year Action Plan: The new 10-Year Programme of Action for 2016-2025 was finalised on the occasion of the 13th Islamic Summit.

Programme; political will, solidarity and common Islamic movement, moderation and Islamic tolerance, Islamic law, Islamic Fiqh Academy, combating terrorism, combating Islamophobia, human rights and good governance, Palestine and occupied Arab territories, conflict prevention and resolution, peace building, economic cooperation, A comprehensive road map, detailed under the headings of supporting the Islamic Development Bank, social solidarity in the face of natural disasters, poverty alleviation in Africa, higher education, science and technology, women, youth and children's rights and family in the Islamic world, cultural exchange among member countries

JERUSALEM IS THE ETERNAL CAPITAL OF THE STATE OF PHILISTINE

Safi pointed out that Iraqi MPs, with this vote, pointed out that Jerusalem is the eternal capital of the Palestinian state and said:

"This parliamentary decision calls on the Iraqi government to make all necessary diplomatic efforts at the UN to respect the privacy of Jerusalem as the capital of the Palestinian state and to take the necessary decisions in this framework."

In his statement on 6 December 2017, Trump declared that he accepted Jerusalem as the "capital of Israel" and announced that he had instructed the State Department to move the embassy in Tel Aviv to Jerusalem.

The draft resolution on the status of Jerusalem titled "Israel's Activities in Occupied East Jerusalem and Palestinian Territories", which was prepared at the UN General Assembly with Turkey's initiatives and criticised Trump's decision, was adopted on 21 December 2017 with 128 votes against 9 despite the threats of the US. In the vote, 35 countries abstained.
